Description
The Head of Compliance (PCF-12) holds the primary regulatory relationship with the Central Bank of Ireland. The individual is responsible for the strategic direction and operational execution of the compliance framework, ensuring that TIL remains fully aligned with evolving regulatory requirements.
Key Responsibilities
- Regulatory Engagement: Serve as the primary point of contact for the CBI and other EU authorities. The individual manages all regulatory engagements, notifications, and filings with transparency and high professional standards.
- Strategic Oversight: Defines and executes the compliance roadmap. Oversees the firm’s compliance framework, policies, and controls to satisfy the European and Irish regulatory requirements.
- Board and Senior Management Advisory: This person provides the Board and Executive team with clear guidance on the firm’s regulatory requirements, engagements with regulators and the compliance implications of business and product developments.
- Compliance Monitoring and Reporting: Oversees second-line compliance monitoring programs to provide independent assurance that controls are functioning effectively. The individual ensures the Board receives accurate and timely reports on the firm’s compliance.
- Governance and Policy Management: Maintains and enhances the firm’s suite of compliance policies, ensuring they are approved by relevant committees and distributed to relevant stakeholders.
- Regulatory Reporting Oversight: Oversee the firm’s regulatory reporting schedule, ensuring the accuracy, timeliness, and integrity of all submissions to the CBI and other relevant authorities.
- Training & Compliance Culture: Develops and oversees a comprehensive compliance training program for all staff. This person ensures that the organisation maintains a high level of regulatory awareness, specifically regarding conduct risk, AML, and safeguarding responsibilities, embedding a "culture of compliance" across all business units.
- Horizon Scanning: Monitors the European and Irish regulatory landscapes for shifts in European and local legislation, proactively advising relevant stakeholders on the necessary operational adjustments.
- AML/CFT: Collaborates with the firm’s Money Laundering Reporting Officer to oversee AML/CFT processes, Sanctions, and fraud prevention.
- Audit & Third-Party Engagement: Serves as the primary compliance lead for internal audits. This includes managing the relationship with auditors, ensuring timely access to information and overseeing the remediation of any identified findings or recommendations.
About You
- Demonstrate a ‘can-do’ attitude with a willingness to be hands-on in a scaling environment, ensuring operational tasks are executed effectively alongside high-level strategic management.
- Ability to operate effectively within a management team and engage with Board-level stakeholders.
- Proactively identifying improvement areas and creating processes to support future growth and expansion.
- Seeking out opportunities to add value and improve speed of execution for the operations of the team.
- Not afraid to get stuck in and build things from the ground up.
We would be particularly excited if you have
- A proven track record of managing a third-party and service delivery to ensure critical outsourcing arrangements strictly align with CBI and DORA regulatory mandates.
- Experience managing Outsourcing, Operational Resilience and EU DORA frameworks.
- Track record of implementing AI-driven tools and optimising complex workflows to eliminate friction.
- Experience scaling regulated operational infrastructure in a fast-paced fintech environment.
This is a Pre-Approval Controlled Function (PCF-12) under the Central Bank of Ireland’s (CBI) Fitness & Probity regime and is subject to regulatory approval.
